Mr.
Arvedlund joined the Federal Energy Regulatory Commission in 1972
as a Chemical Engineer. His primary area of work is in the field
of liquefied natural gas (LNG) and cryogenic engineering and has
held the position of Branch Chief since 1989.
Mr. Arvedlund's responsibilities include directing the preparation
of draft and final environmental impact statements of pipeline,
enhanced oil recovery and LNG projects. Planning, supervising
and directing LNG safety/engineering related activities of the
Branch. Direct cryogenic design and technical reviews of jurisdictional
LNG facilities which entails on-site inspections of LNG import/export
and peakshaving facilities, coordination of inspections for integrity
of design and construction of plant operating procedures and the
preparation of inspection reports. Mr. Arvedlund is a full committee
member of the National Fire Protection Association committee on
LNG-NFPA 59A since 1980 and testifies as expert witness on complicated
environmental and engineering issues such as LNG spills, facility
failures, and LNG dispersion cloud and thermal radiation issues,
etc.
Mr. Arvedlund holds a B.S. and M.S. in Chemical Engineering from
the University of Maryland. Publications include LNG Land-Based
Spills, LNG Siting-You Can Do It (If You're Careful) - co-written
by R. Hoffman and Observations and Reactions to Indications of
Rollover.
Mr.
Noam Ayali's practice involves representing multilateral agencies,
commercial bank lenders and project sponsors and developers in
connection with international energy, natural resources and infrastructure
project financings. His practice also involves advising project
sponsors and lenders in connection with political risk insurance
matters relating to project financings.
Mr. Ayali has represented many companies involving energy related
issues. He represented a European lender to one of the consortium
members developing the Ohanet Liquified Natural Gas Project in
Algeria to finance a portion of its share of the project costs.
Also, Mr. Ayali represented a multinational energy company in
connection with a project involving construction of a liquefied
natural gas receiving terminal, storage and regasification facilities,
pipeline and gas-fired combined cycle power plant in the Dominican
Republic. Mr. Ayali advised International Finance Corporation
in connection with its evaluation and anyalysis of the Sasol-sponsored
Mozambique to South Africa gas pipeline project, involving the
upstream development and production of Mozambique gas fields and
cross border gas pipeline to South Africa. These are just a few
of the many representative matters Mr. Ayali has been involved
with.
Chuck Bayens, chairman, Zeus
Development Corporation
Chuck
Bayens has over 35 years of experience in the commercialization
of new process technologies for use in the chemical, refining
and power generation industries, with particular emphasis on synthetic
fuels technologies.
He spent most of his career with Shell Oil Company where he established
Shell Synthetic Fuels, a wholly owned Shell subsidiary chartered
to license and develop projects based on Shell's suite of gasification/synthetic
fuels technologies. He served as President of Shell Synthetic
Fuels until his retirement. During his tenure with Shell, he participated
as a member of the National Coal Council, an advisory organization
to the U.S. Secretary of Energy, and worked with others in industry
to establish the Gasification Technologies Council, a trade association
for gasification and synthetic fuels.
After retiring from Shell, he joined Syntroleum Corporation as
Vice President of Engineering and built a multi-functional engineering
organization with the capability to lead engineering studies,
FEED packages and construction projects. After completion of the
engineering work for Syntroleum's $650 million Sweetwater gas-to-liquids
project in Australia, he left Syntroleum, joining Zeus Development
Corporation in 2003 as Chairman.
Chuck holds three degrees in chemical engineering, a B.S. degree
from the University of Detroit, M.S. and Ph.D. degrees from Johns
Hopkins University.
Kevin Boyle, senior consultant,
Zeus Development Corporation
Mr.
Boyle covers the petrochemical and NGL markets through to derivative
products. He has more than twenty-five years experience. Mr. Boyle
provides clients with advice and support in the areas of pricing,
forecasting, market research, acquisitions, due diligence, asset
valuation and optimization, and risk management, hedging and trading
strategies.
Mr. Boyle has provided consulting services to major petrochemical
producers, banks and international financial institutions, and
foreign governmental entities. He was one of the original management
team guiding the creation and start-up of ChemMatch, an internet
commodity chemical exchange, and separately developed the market
analysis group for Koch Industries chemical trading group. Prior
to these experiences, he spent fifteen years at Occidental Chemical
Corporation (OxyChem). At OxyChem, he was responsible for market
research for all polymers and petrochemicals. Earlier he filled
various business development roles, and started his career in
manufacturing engineering and product development. Mr. Boyle earned
an MBA in Financial Planning and Control from SUNY at Buffalo,
and a BS in Chemistry from the University of Wisconsin.
Paul Cavicchi, president and

Paul Cavicchi through Tractebel Project Development, Inc. supervises
and directs wholesale power acquisition and development efforts,
LNG development efforts, long dated contract restructuring activities,
and portfolio rationalization.
Mr. Cavicchi's direct experience includes the acquisition of
eight projects and one publicly traded corporation totaling over
$1 billion in value as well as the greenfield development of power
and LNG assets in excess of $3.0 billion. Projects under construction
include a 520 MW gas turbine combined cycle facility located in
Chehalis, Washington and a 720 MW gas turbine combined cycle facility
located in Wise County, Texas. Major development initiatives include
the 5 million ton per annum LNG regasification facility located
in Freeport, Bahamas and associated pipeline delivery of natural
gas to South Florida.
Mr. Cavicchi has been with Tractebel since 1991. Mr. Cavicchi
began his professional career as an environmental engineer with
the Water Supply and Pollution Control Commission for the State
of New Hampshire.
Richard L. Grant, president
and chief executive officer, Tractebel LNG North America and Distrigas
of Massachusettes
Mr. Richard L. Grant (Rick) is President and Chief Executive
Officer of Tractebel LNG North America (TLNGNA) and its Everett,
Massachusetts-based subsidiary Distrigas of Massachusetts (Distrigas),
which has been involved in the importation and distribution of
liquefied natural gas (LNG) in the United States since 1971. Having
more than 20 years experience in the natural gas industry, Mr.
Grant is responsible for the overall management of these companies'
activities, including acquisition and transportation of LNG via
a portfolio of vessels; operation of the LNG import terminal in
Everett, Massachusetts, which serves customers in the northeastern
United States; and deliveries to other U.S. LNG import facilities,
including in Penuelas, Puerto Rico, Cove Point, Maryland, and
Lake Charles, Louisiana. TLNGNA and Distrigas also help to promote
new LNG projects in North America and the Caribbean.
Mr. Grant has a Bachelor of Science degree in Civil Engineering
from the Rose-Hulman Institute of Technology and a Juris Doctorate
degree from Northern Kentucky University. He is a member of the
Ohio bar, and is a licensed professional engineer.
Jens P. Kaalstad, managing
director, Advanced Production and Loading Inc.
Jens
Kaalstad has over 20 years experience in the shipping and offshore
industry. He graduated with a MSc in Naval Architecture from the
Norwegian Institute of Technology in 1983 after serving one year
at MIT, Department of Ocean Engineering in 1980-81.
Jens is the Managing Director for Advanced Production and Loading
Inc (APL Inc.) He joined and helped form APL Inc in Houston in
September 1997 where he first served as Technical Director until
August 1999. He has been very actively involved in the development
of APL's new Deepwater Offloading systems and the Energy Bridge
- Offshore LNG Terminal project.
APL Inc. is a wholly owned subsidiary APL a.s. Arendal, Norway.
Prior to joining APL in 1997 he was with Aker Marine Contractors
Inc. in Houston, where his duties among others involved being
Marine Engineering Manager for the Exxon Diana DDCV project and
Project Engineer for the pre-installation of the mooring system
for Mobil FPSO Zafiro Producer in Equatorial Guinea.
Steve Lowden, svp business
development and integrated gas, Marathon Oil Company
Mr.
Lowden joined Marathon Oil Company in 2000 as senior vice president,
Business Development and Integrated Gas. Prior to joining Marathon,
Mr. Lowden was an executive director of exploration production
and business development at Premier Oil. He joined London-based
Premier Oil in 1987, and has extensive business development experience
in Asia, Australia, the Caribbean, Europe, the Middle East and
North Africa.
Mr. Lowden earned a bachelor of science degree, with honors, in
pure mathematics from Exeter University in Exeter, England, and
a Master of Science degree in petroleum engineering from Imperial
College in London.
Zeus
Development Corporation is an integrated business development
company focusing on gas development and upstream technology. The
company has completed recent multi-client research in the areas
of CNG ocean transport, associated-gas-management strategies,
West Coast LNG terminals, undersea power transmission, and offshore
LNG terminal feasibility. The company also publishes several periodicals,
including: Remote Gas Strategies (monthly), LNG Express (monthly),
World LNG/GTL Review (annual); and Upstream CIO (monthly) as well
as numerous single issue white papers and special reports.
Prior to founding the company in 1991, Nimocks was vice president
of corporate development for Elders Resources North America, the
North American division of an international energy and natural
resources company with substantial natural gas production. He
earned an MBA from Harvard University (1987), served in the management
consulting division of Accenture (1981-84) and obtained BS and
BBA degrees from Mississippi State University (1981).
Arthur S. Pugsley IV, senior
environmental analyst, Commonwealth of Massachusetts, Executive
Office of Environmental Affairs, Ocean Management Task Force
Mr.
Pugsley has many responsibilities such as providing senior staff
support to The Ocean Management Task Force, charged with comprehensive
review of all Massachusetts statues and regulations affecting
coastal zone/territorial sea. He also oversees implementation
of recommended statutory and regulatory changes. Mr. Pugsley provides
advice and background information to The Task Force Members on
technical and regulatory issues. He has authored summaries of
existing statues and regulations as well as preparing case studies
of major coastal developments since 2000.
Mr. Pugsley implemented Massachusetts Environmental Policy Act
(MEPA) by conducting Cabinet level environmental impact reviews
(over 600 to date) for technical and policy issues on broad range
of public and private industrial, commercial, residential, energy,
and transportation projects. Mr. Pugsley also oversees environmental
reviews of large development projects, including development of
more than 30,000,000 square feet of office/research space and
20,000,000 square feet of retail space to date.
Mr. Pugsley also authored Secretarial MEPA decisions, including
precedent-setting decisions guiding development of the world's
largest offshore renewable energy project, major extension of
eastern Massachusetts natural gas pipeline network, major expansion
of Massachusetts Liquefied Natural Gas storage; processing infrastructure,
restoration of historic Emerald Necklace/Muddy River park system,
and development of Fall River Executive Park and creation of SE
MA Bioreserve.
Mr. Pugsley graduated from Harvard University in 1990 with a
B.A cum lade, majoring in Government and Environmental Science.
Mr. Pugsley completed his Master of Science in Environmental,
Coastal, and Ocean Science at the University of Massachusetts
at Boston in 2003.
Sandra
Racha, economist, Central Bank of Trinidad and Tobago
Ms.
Sandra Racha has been an Economist, specializing in Natural Gas
Economics for Central Bank of Trinidad and Tobago since 1996.
Ms. Racha is responsible for market analysis, forecast of the
crude oil, LNG and natural gas-based sectors. She has completed
several policy papers on natural gas taxation in Trinidad and
Tobago.
Ms. Racha also currently works as a part-time Lecturer at the
University of the West Indies. She has had experience working
as a consultant to the UNECLAC on the petroleum sector in Trinidad
and Tobago.
Ms. Racha has a CIM Advanced Certificate from the UK's Chartered
Institute of Marketing.
Mr.
Gordon Shearer joined Poten & Partners in January 2001 in
the Project Development and Finance Group. He is also serving
as CEO of Weaver's Cove Energy which is developing an LNG terminal
in Fall River, Massachusetts. Prior to this he was employed by
Cabot Corporation from 1978 until 2001, with numerous assignments
in the Corporation's energy businesses.
From 1981 until 1987 he worked at Cabot Oil and Gas Corporation
where he was a Vice President responsible for exploration, production,
gas transmission and marketing in the Appalachian Basin. From
1987 until 2000 he was Chief Executive Officer of Cabot LNG Corporation
which owned and operated an LNG import terminal in Boston Harbor
and the LNG carrier "Matthew". During his time with
Cabot LNG he was heavily involved in the creation of the Atlantic
LNG project in Trinidad and Tobago. He was a Vice President of
Cabot Corporation from 1991-2001.
Mr. Shearer received a B.Sc. in Geophysics from Edinburgh University
in 1976, and an MBA from Harvard Business School in 1978.
Steven Sparling, attorney,
Sutherland Asbill & Brennan
Mr.
Steven Sparling's practice focuses on LNG issues and related areas
such as shipping and oil spills. His LNG practice builds on his
experience as a Naval Officer aboard the USS Barry (DDG 52) and
as a law clerk for the Honorable Sarah S. Vance, United States
District Court for the Eastern District of Louisiana.
Sparling's experience in LNG matters includes: advising major
concerns in negotiations for capacity and transportation rights
at U.S. LNG terminals; counseling major concerns in all aspects
of LNG terminal operations from shipping to interstate pipeline
interconnections; leading role in implementation of complex intershipper
agreements that address LNG vessel schedules, inventory management
and send-out coordination; representing a Cove Point stakeholder
in connection with the U.S. Coast Guard's development of a model
operations and emergency plan for land-based LNG facilities-The
Chesapeake Bay Liquefied Natural Gas (LNG) Vessel Management and
Emergency Plan; key counsel during the negotiations for the provision
of tug services at an East Coast LNG terminal; counseling major
concern on interruptible access to U.S. LNG terminals; ongoing
analysis of commercial, regulatory and policy developments affecting
U.S. LNG terminals; key counsel analyzing the shippers' rights
and obligations under an LNG terminal tariff and settlement agreements;
and key team member in extensive due diligence regarding all commercial,
maritime and regulatory aspects of the Cove Point LNG terminal.
Mark R. Sudbey, president,
New York and Southeast Regions, Reliant Energy Wholesale Group
Mark
R. Sudbey is the President - New York and Southeast Regions within
Reliant Energy Wholesale Group, a position he has held since June
of 2003. He is responsible for all of Reliant Energy's activities
in these regions. Mark joined Reliant in February of 2002, where
he served as Vice President of East Region Origination for the
Wholesale group.
Mr. Sudbey came to Reliant as a result of the Reliant merger
with Orion Power Holdings in 2002. While at Orion he served as
Vice President of Energy Management and was responsible for trading
operations, origination, and all commercial aspects of power sales
and plant commercial operations. Prior to joining Orion he worked
at PG&E NEG where he was responsible for setting up the generation
trading function to incorporate power plant bidding and asset
operations functions into their trading operations.
Before joining PG&E, Mr. Sudbey spent 10 years with New England
Electric System (now National Grid) in various managerial positions,
across a broad spectrum of business disciplines.
Mr. Sudbey's hometown is Weymouth, Massachusetts. He holds a
BS degree in engineering from the University of Massachusetts.
David Voght specializes in the Venezuelan gas and power markets,
providing industry players with information on project opportunities,
industry operations, political and economic risk, financing, and
business to government relations.
David has been a resident of Venezuela for ten years, during
which time his primary focus has been on this country's oil and
gas industries, providing analysis and marketing services for
multi-lateral and US Government agencies as well as private financial
institutions and multi-national energy developers.
David founded IPD Latin America, Inc. in 1999 with the launch
of the Venezuelan EnergyNet, an on-line consulting and advisory
service providing economic and political risk analysis with a
focus on energy project development. Today, David also oversees
the company's operations in Mexico where a local office was opened
in 2001.
David publishes and speaks regularly on the Venezuelan energy
sector with particular focus legislation, regulatory and government
issues impacting the day-to-day operations of the country's oil
industry and scenarios for the build-out of new energy infrastructure.
Thomas J. Woods, senior consultant,
Platts Research and Consulting
Dr.
Woods is an expert on North American oil, gas, NGL, and electricity
supply, transportation, and market issues, having directed or
participated in numerous studies in these areas. He recently joined
Platts Research and Consulting, where he is a Senior Consultant
for Gas.
Dr. Woods worked for Ziff Energy Group for 6 years prior to joining
Platts in 2003. At Ziff Energy Group, he directed or participated
in numerous studies on North American gas and electricity supply,
transportation, and markets. Ziff Energy was one of the first
consultants to indicate that LNG would be a major source of North
American gas supply within a decade and that rumors of the imminent
"death of nuclear power" were greatly exaggerated.
Dr. Woods worked for Gas Research Institute (GRI) for 16 years
prior to joining Ziff Energy Group in 1997. While at GRI, he developed
the initial GRI Baseline Projection, which became the basis for
the GRI R&D planning. Following that, he directed the development
of the GRI Hydrocarbon Model, which was the first publicly available
analytic framework to capture the co-product nature of oil, gas,
and NGL production in North America and its implications for prices
and industry profitability. The model is used by many North American
oil and gas companies.
Chris Zerby, environmental
engineer, Federal Energy Regulatory Commission
Mr.
Chris Zerby has been performing the environmental, safety, and
engineering design reviews on applications for LNG peackshaving
and import/export terminals for the past twenty five years.
