Bob Arvedlund, branch chief of environmental gas branch I,
Office of Energy Projects, Federal Energy Regulatory Commission

Mr. Arvedlund joined the Federal Energy Regulatory Commission in 1972 as a Chemical Engineer. His primary area of work is in the field of liquefied natural gas (LNG) and cryogenic engineering and has held the position of Branch Chief since 1989.

Mr. Arvedlund's responsibilities include directing the preparation of draft and final environmental impact statements of pipeline, enhanced oil recovery and LNG projects. Planning, supervising and directing LNG safety/engineering related activities of the Branch. Direct cryogenic design and technical reviews of jurisdictional LNG facilities which entails on-site inspections of LNG import/export and peakshaving facilities, coordination of inspections for integrity of design and construction of plant operating procedures and the preparation of inspection reports. Mr. Arvedlund is a full committee member of the National Fire Protection Association committee on LNG-NFPA 59A since 1980 and testifies as expert witness on complicated environmental and engineering issues such as LNG spills, facility failures, and LNG dispersion cloud and thermal radiation issues, etc.

Mr. Arvedlund holds a B.S. and M.S. in Chemical Engineering from the University of Maryland. Publications include LNG Land-Based Spills, LNG Siting-You Can Do It (If You're Careful) - co-written by R. Hoffman and Observations and Reactions to Indications of Rollover.

William T. Bennett, Jr. president and ceo, Bennett & Associates, LLC

Mr. Bennett graduated from Tulane University in 1963 with a Bachelor of Science degree in Mathematics and Psychology and continued on through 1964 for a Master of Business Administration with a specialization in Operations Research, also from Tulane University. He has done postgraduate work in Civil Engineering in the areas of Computer Aided Structural Design, Metallurgy, and Structures at Tulane University. Mr. Bennett has completed the American Welding Society's course in Metallurgy and Welding Processes, Geological Hazards for Offshore Structures at Rice University and international Business Machines course in Basic Computer Languages.

Upon completing his Bachelor's Degree, Mr. Bennett worked offshore for an international offshore construction firm. Subsequently, he came ashore to work for a naval architectural firm as a computer programmer, but has immediately attracted to the design and construction of all types of marine and offshore vessels. Prior to joining Friede & Goldman, as a Project Engineer, in August of 1974, Mr. Bennett enhanced his experience by working in the design and estimating departments of a major shipyard for several years. He began working with F & G involving himself primarily in the design and construction of offshore units. Mr. Bennett availed himself the opportunity to live and work in Japan during the construction of Pacesetter units there. As Chief of Offshore Design, and later Vice-President, & CEO of Friede & Goldman, Mr. Bennett has traveled extensively throughout Europe, Asia and the Soviet Union. His travels have afforded him first hand knowledge and experience in the wants and needs of operators, owners and builders worldwide that have helped him guide the company into new fields of endeavor.

Mr. Bennett is a charter member of the American Association of Drilling Engineers, a member of the Society of Naval Architects and Marine Engineers, the Royal Institute of Naval Architects, the American Society of Mechanical Engineers, the American Association of Drilling Engineers, and the International Association of Drilling Contractors. He was an active member of the Mobile Offshore Unit Work Group for drafting the U.S.C.G. Requirements for the Mobile Offshore Drilling Units and has been involved with various S.N.A.M.E. work groups for the offshore industry. Mr. Bennett also served on the advisory staff to the Royal Commission on the OCEAN RANGER Marine Disaster (Canada) and has presented papers with regard to Mobile Offshore Units to I.A.D.C., S.N.A.M.E., R.I.N.A., A.A.D.E. and various other industry groups.

Jens P. Kaalstad, managing director, Advanced Production and Loading Inc.

Jens Kaalstad has over 20 years experience in the shipping and offshore industry. He graduated with a MSc in Naval Architecture from the Norwegian Institute of Technology in 1983 after serving one year at MIT, Department of Ocean Engineering in 1980-81.

Jens is the Managing Director for Advanced Production and Loading Inc (APL Inc.) He joined and helped form APL Inc in Houston in September 1997 where he first served as Technical Director until August 1999. He has been very actively involved in the development of APL's new Deepwater Offloading systems and the Energy Bridge - Offshore LNG Terminal project.
APL Inc. is a wholly owned subsidiary APL a.s. Arendal, Norway.

Prior to joining APL in 1997 he was with Aker Marine Contractors Inc. in Houston, where his duties among others involved being Marine Engineering Manager for the Exxon Diana DDCV project and Project Engineer for the pre-installation of the mooring system for Mobil FPSO Zafiro Producer in Equatorial Guinea.

Al Kaplan, director, LNG, Foster Wheeler Corporation

Mr. Al Kaplan is Director, LNG for Foster Wheeler USA Corporation. He has more than 30 years experience in project management for offshore oil and gas production facilities, pipelines and liquefied natural gas plants including more than 20 years with Mobil Oil. He spent most of his career overseas and worked with projects in Europe, the Middle East, Asia and the Americas. His recent experience with Foster Wheeler has focused on the monetization of gas resources in remote areas via the LNG and GTL processes, in particular for LNG baseload and regasification terminal projects and the offshore facilities associated with them. In addition to fixed platforms, Mr. Kaplan has also been involved with FPSO and subsea developments.

Mr. Kaplan received a BS in Civil Engineering from the University of Missouri - Rolla and is a registered Professional Engineer and a member of the Society of Petroleum Engineers.

Foster Wheeler Corporation is an international engineering and construction company, with worldwide projects in the upstream, midstream, and downstream areas, as well as pharmaceutical and power projects.

Max Krekel, naval architect, Bluewater Offshore Production Systems (USA), Inc

Max Krekel has been with Bluewater since 1986 in various positions. He was responsible for the conversion engineering of the FPSOs 'Uisge Gorm' and 'Glas Dowr', and has been closely involved with a number of Joint Industry Projects on FPSO design & operation. He is based in Houston since 2001 and holds a B Sc in Naval Architecture from HTS Haarlem, The Netherlands.'

Sam Kumar, president, Saipem Group

Mr. Sam Kumar represents Technigaz which is based on Paris and is part of the Saipem Group of companies. A Mechanical Engineering graduate, Mr. Kumar hold an MBA from the University of Pittsburgh. He has been associated with the LNG construction industry for nearly 40 years, having worked in Europe, the Middle East and the USA. Born in India, Mr. Kumar emigrated to the USA in 1980. He joined Technigaz in 2001 and is located in the Saipem offices in Houston.

Dave Landry, vice president, Freeport McMoran-Sulphur LLC

Mr. Landry is currently Vice President of Freeport-McMoRan and has managed operations of Freeport's various offshore sulphur-mining facilities since joining the company in 1976. He has extensive experience in operations and maintenance of offshore production facilities, sulphur and brine mining, drilling and production, and management of technically complex projects.

Mr. Landry is currently responsible for all activities related to conversion of Freeport's Main Pass Mine into an Energy Hub capable of receiving and vaporizing LNG, cavern storage of hydrocarbons, and processing of hydrocarbons for transport to the U.S. natural gas grid.

Mr. Landry has a B.S. and Master's Degree in Engineering from Tulane University.

Ray Latchem, president, Spectrum Energy Services

Mr. Ray Latchem spent most of his career developing natural gas distribution companies in Alaska. His first was Norgasco, which serves the industrial community of Deadhorse that houses the support contractors for Alaska's North Slope oilfields. The most recent was Northern Eclipse and Fairbanks Natural Gas, which serves the city of Fairbanks. Northern Eclipse provides LNG to supply Fairbanks, this venture is one of the few LNG base loaded LDCs in the country and the first to serve an area that large. Ray demonstrated innovation by purchasing a surplus natural gas liquids plant in Texas and moving it to Alaska, where it was modified it to produce LNG, which is trucked to Fairbanks and another satellite that serves a hotel complex. After his tenure as president of these ventures he formed Spectrum Energy Services to pursue other innovations in the LNG business.

Bjørn Markussen, senior advisor, Höegh LNG

Mr. Bjørn Markussen has experience from research-, engineering-, marketing-, business development and commercial operation of various types of gas vessels.
He worked 10 years for Det norske Veritas, involved also in developing LNG- and LPG carrier containment systems and gas vessel design.

He worked 4 years with Gotaas-Larsen, Inc in New York and London as Manager of LNG Marketing. As President of Norwegian Gas Carriers, Oslo he was responsible for business development and commercial operation of a fleet of ethylene and LPG carriers. He was President of Westgas AS, a subsidiary of Westfal-Larsen, Bergen until the fleet of Semi-refrigerated LPG carriers was sold to A. P. Møller.

Mr. Markussen is now acting as Senior Advisor to Höegh LNG, and he is holding an MBA and M.Sc. in Naval Architecture.

Graham Marshall, vice president, marine business support, Lloyd's Register

Mr. Graham Marshall is currently Vice President for Marine Business Support at Lloyd's Register Americas Inc. in Houston, Texas. He started his working career as a Shipwright and was apprenticed as a Draughtsman with Ocean Transport and Trading of Liverpool, England. He obtained a BSc (Hons) and MSc in Naval Architecture at the University of Newcastle upon Tyne. Mr. Marshall worked for 10 years for British Maritime Technology holding various posts from technical through to commercial in supplying CADCAM systems to shipyards throughout the world. Whilst holding down this job he completed an MBA part-time at the University of Durham.

Mr. Marshall joined Lloyd's Register in 1993 to lead the formulation and delivery of the ShipRight system and has since been involved in marketing classification services first at HQ and then latterly in the Americas region.

Michael M. McCall, president & ceo, Conversion Gas Import, LLC

Mr. Michael M. McCall is President & CEO of Conversion Gas Imports, L.L.C. (www.conversiongas.com). CGI's mission is to commercialize technologies that lower costs and improve security in the receipt, storage and distribution of natural gas, natural gas liquids, and olefins. He is a logistician with over 30 years experience in the natural gas, natural gas liquids and petrochemical industries.

Prior to the formation of CGI, Mr. McCall worked for Union Texas Petroleum in North and South America. As Vice President, Union Texas Petrochemicals he had commercial and operating responsibilities for an extensive petrochemical feedstock, fuel, and olefins transportation and storage system consisting of 600 miles of pipelines connecting three salt cavern storage terminals with over 30 million barrels of hydrocarbon storage. This system is the primary logistical hub for the petrochemical industry in Louisiana. As Vice President, Union Texas Venezuela, he was the lead business development executive in the midstream business areas and initiated several energy related projects in Brazil and Venezuela.

Mr. McCall speaks on energy security and infrastructure issues before the Federal Energy Regulatory Commission, the Department of Energy, and various industry groups. He is currently managing a research project for the National Energy Technology Laboratory of the United States Department of Energy. He is a founding member of the International LNG Alliance.

His degrees include a B.S, Industrial Distribution, Texas A&M University, and a M.B.A., University of Chicago.

Bob Nimocks, Zeus Development Corporation

Zeus Development Corporation an integrated business development company focusing on downstream gas and energy information technology. Zeus' gas-related informational publications include: Remote Gas Strategies, LNG Express, World LNG Directory; World LNG Source Book; and Latin American Gas, as well as numerous multi-client and sing-client studies and reports.

Prior to founding the company ins 1991, Mr. Nimocks was Vice President of Corporate Development for Elders Resources North America, the North American division of an international energy and natural resources company with substantial natural gas holdings.

Mr. Nimocks has an MBA from Harvard University and BS and BBA degrees from Mississippi State University.

Greg Pepper, business development manager, Aker Kaverner

Mr. Pepper, a native of Houston, TX has worked in the oil, gas and petrochemical and power business for 25 years. As graduate of Sam Houston State University with a Bachelor and Masters Degree in Physical Chemistry, he has applied his education to the industry on the Gulf Coast and globally.

Mr. Pepper spent twenty years in speciality positions and business development in the Process Control and instrumentation industry with Babcock & Wilcox working on industrial and utility power generating systems and with Emerson Process specializing in petrochemical and oil and gas process applications and business development. Over the last five years he has managed the Stranded Gas Applications marketing function for Aker Kvaerner, which includes LNG marketing for onshore and offshore projects globally.

William O. Perkins lll, president, Small Ventures USA, LLC (SMV)

Mr. William O. Perkins lll is the president of Small Ventures USA, L.L.C. (SMV); which was founded in 1997. SMV provides venture capital access and consulting services to a wide customer base.

SMV has been developing an innovative LNG importation project off the California coast. This project is held in a subsidiary called Crystal Energy, LLC. The pre-permitting of this project is complete and the actual permitting is now in process. More information is available at its subsidiary's website www.crystalenergyllc.com

Mr. Perkins Bill received a Bachelor of Science Degree in Electrical Engineering from the University of Iowa. Prior to starting SMV and Crystal Energy L.L.C, he held director and managing partner positions at various Energy Trading companies.

Commander Mark Prescott, chief, vessel and facilities operating standards division and the program manager for the deepwater ports, US Coast Guard

Commander Mark Prescott is currently Chief, Vessel and Facilities Operating Standards Division and the Program Manager for the Deepwater Ports at Coast Guard Headquarters. He is a Professional Engineer, with an Ocean Engineering, BS from the U.S. Coast Guard Academy and Marine/Mechanical Engineering, MSE, from the University of Michigan. He has completed tours at the Coast Guard Marine Safety Center and field tours at Marine Safety Offices in New Orleans and Tampa. For the past five years he has been assigned to Coast Guard Headquarters and been heavily involved in offshore energy related activities.

William J. Sember, P.E., vice president, Offshore Development ABS

William J. Sember, P.E. is vice president Offshore Development for ABS and based in Houston at ABS' Worldwide Headquarters. He previously served as vice president Technology & Business Development for ABS Europe in London.

During his 26-year career at ABS, Sember has held a succession of progressively senior positions, including head of the Offshore Engineering Department and vice president of Operations for the Eastern Region of ABS Europe.

Sember's professional associations include Offshore Mechanics and Arctic Engineering (OMAE), where he was chairman of the Houston Chapter, and the American Petroleum Institute (API), where he served as chairman of the Subcommittee on Floating Systems. Sember also was chairman of the International Association of Classification Societies (IACS) Working Party on Drilling Units.

Rick Whitworth, manager supply development, El Paso Corporation

Mr. Rick Whitworth is a Manager Supply Development, El Paso Corporation's Eastern Pipeline Group. Holds a Bachelor of Science degree in Technology from the University of Houston. Principle responsibilities include the development of natural gas supply projects on the Tennessee Gas and ANR Interstate natural gas pipeline systems and is currently coordinating El Paso's effort to attract LNG supplies into Tennessee and ANR pipelines. Since joining El Paso in 1981, Mr. Whitworth has held a variety of positions in computer mapping, gas reserves, production operations, capacity sales, strategy, and commercial development.

Wim van Wijngaarden, business development manager LNG, Single Buoy Moorings (SBM)

Mr. Van Wijngaarden graduated as a Chemical Engineer at the Polytechnic Institute of Dordrecht in the Netherlands in 1979. He then joined Protech International (later renamed Stork Protech and Stork Engineers and Contractors respectively) in The Netherlands, where he worked as a process engineer, project engineer and facilities engineer for 17 years on a variety of upstream oil and gas projects, such as oil export terminals, pumping stations, onshore and offshore oil and gas production facilities, onshore and offshore oil and gas pipelines, gas compression and oil and gas gathering facilities, FPSO's etc.

He was appointed Upstream Technology Manager in 1997, being responsible for technology and product development in the upstream oil and gas industry. One of the technologies that he helped move forward was "Thermoacoustic Refrigeration"; a technology that was developed to enable natural gas liquefaction by means of sound waves, and without moving parts.

Since 2000 he joined SBM/Gusto Engineering, to work as Technology Development Manager in the group R&D department, with focus on LNG developments. In 2002 he was appointed Business Development Manager LNG, and is now responsible for taking SBM's LNG related products to the market.

Heather Young, National Oceanic and Atmospheric Administration, NOAA Fisheries Habitat Conservation Division

Ms. Young is a biologist in the Habitat Conservation Division of the National Oceanic and Atmospheric Administration National Marine Fisheries Service (NOAA Fisheries). In her position, Ms. Young reviews proposed coastal development projects, provides technical guidance, and makes recommendations to protect and conserve marine fishery habitats and associated living marine resources. She is also heavily involved in community outreach efforts and the planning and implementation of coastal wetland restoration projects.

Prior to joining NOAA Fisheries, Ms. Young worked for Parametrix, Inc. as an environmental scientist and consultant. Her major responsibilities included collecting and evaluating site-specific chemical contamination data in sediments, water, fish, shellfish, and other biota, to determine the potential risks to human and ecological receptors and to identify remedial strategies for Superfund site cleanup.

Ms. Young has a Master degree in Marine Resource Management and a B.S in Marine Biology from Texas A&M University. She is trained in wetland delineation, alternative dispute resolution and conflict management, and ISO 14001 environmental management systems.
